In a time of increasing national and subsequently political polarization, candidates continue to promise the public programs that require bipartisan expertise. What skills and successes has each candidate demonstrated that might predict his or his success in working across party lines, for the benefit of the general public and not their party—or their reelection—alone?
These are just a few of the many questions we have gathered, so far, for when we sit down with the candidates running for governor. Well now that time has come — or at least come in part. On this show we'll meet up with Republican candidate, Chris Dudley — and a group of his supporters — at the Flying J Travel Plaza in La Grande. It's part way through his final campaign bus tour across the state.
With less than two weeks before election day, the race for governor is tight. Two recent surveys show the candidates in essentially a dead heat. (Watch for a new survey from OPB News to be released soon). Have you decided who you are voting for? Do you have a question you'd like to ask Republican candidate Chris Dudley? What is your goal here? To beat up two good men at once?
We need people in office who understand the polarity dynamic well enough to both see that it is an inpediment to problem solving and that good men and women who demonstrate this understanding deserve our support.
Partisans just don't get it. They have hitched their wagon to the strengths of one side of a polarity, and fooled their binary brains into thinking they have the whole story when they also focus on the weaknesses of the other side. They ignore the strengths of the other side and the weaknesses of their own.
This kind of works in the judicial system where you have a judge and a jury in the middle of two sides. But in our political circus, no matter who we elect, the partisans on both sides work to keep them from being in the middle. Obama has been hamstrung as much by the Left as he has by the right when it came to getting independent problem solving on track..
For the vast majority of people, life is too complicated if it is not someone's fault. The cycle of deification and vilification goes on and on. What we need is to find a way to shield the most capable problem solvers from the least objective thinkers. We tend to do the exact opposite. -
Dirtguy: wow you got all that from what I posted and you call me partisan?
The basis for my question is that less than a year after he voted for Obama he's running as a republican arguing against may of the same things he claimed he voted for. My point wiht the last question is that I question the authenticity of this claim. My first 2 questions are very valid... If in fact he did vote for Obama (he said prior to this that he didn't vote) I'd like to know why. and If he's disillusioned, I'd like to know why.
I think these are very valid questions and I'm dying to see how much stuff you can pull out of this that I didn't say.

Sorry Bruce... I did read a lot into what you wrote.
I'm kind of on 'hair trigger' here with anything that can remotely be construed as partisan. I've seen too many good problem solvers, capable of dealing with complexity, be boxed into a narrow zone of ineffectiveness by what the specialized thinkers on both extremes see as unacceptable.
For an independent voter like me, that a Republican voted for a Democrat indicates that he has the same priorities I do about problem solving skills being more important than political leanings. Of coarse most voters see it the other way around, and you have to get their vote if you want a shot at using your problem solving skills.

I'm a business owner in Lake Oswego as a result I am familar with Chris Dudley through the Chamber of Commerce. I am not voting for Dudley specifically becuase while I thought he was a very nice guy in Chamber meetings but he struck me as wholly unimpressive. The concept of him as a Governor scares the hell out of me. Kitz has his flaws but he is a known. I believe that his extensive experince outweighs any flaws.
I am a California transplant, I moved here as Arnold was entering the CA gov office. He won that race promising to cut car registration fees by $5b/yr and claiming that he would make that up by cutting "waste". Well 5 years after he entered office CA found itself $26B in debt. It doesn't take a rocket scientist to figure that math out.
I fear that we are in for much of the same if Dudley gets elected. He claims "projected job growth" will make up for the $400M (2yr) loss of tax revenue. Aren't "projections" part of the reason we are in this mess anyway? Dudley has not mentioned anything in government that he would cut. He's made claims of everything he wants to change ignoring that most of what he says he wants to change has already been done as part of the 2 year budget cycles. The problem now isn't the cutting, it's the positioning, and I trust Kitz more for that.

@dirtguy. Nope. if I was swiftboating I would be making up a lie and attaching it to Dudley. I didn't do that. this was leaked on the 47th paragraph of a fluff piece on Dudley 3 weeks before an election after his poll numbers fell significantly after he debated.
I felt that Dudley owed people an explanation for this. I actually liked Allen Alley but had been told by several Dudley supporters that he was a RINO simply because Kulongoski appointed him to a econ advisor panel in 2003. This question isn't for me... it's for people that it matters to, and this matters to many.
BTW: I've met Dudley thorugh Chamber meetings, he is a nice guy... says he has "life experience", and he IS tall. But he literally has no other qualifications than that.

In the televised KGW/Oregonian debate, you started nearly every answer with "as I've traveled around this state...." However, when asked to provide an example of an area of development you would have done differently, you could not think of a single one.
My question is, how can Oregonians trust that you know or care about Oregon when you seem to lack such basic knowledge about our state and the ability to make decisive statements?

The GOP legislature under Kitzhaber in 2002 handed Kitzhaber a budget that contained $400m in deficit spending. They proposed to cover the cost of that deficit by paying for the $400m with school funds. Do you agree with that? Because Kitz didn't. He vetoed it. in fact he vetoed 5 GOP deficit spending budgets because the gop wouldn't pay for their spending... now your party is calling Kitz the tax and spend democrat. Did you forget personal responsibility?

Mr. Dudley,
In the state guide for Oregon voters, you spend a quarter of your entry trashing your opponent. You've called him a failure, when Oregonians voted for him twice. If it had been allowed, I believe he would have won a third term.
Doesn't the lack of content about yourself in your candidate's entry just highlight of your own lack of experience? Saying experience doesn't matter is just too glib a reply. Just look at Christine O'Donnell! There are such things as political knowledge (I've heard you ruled out further debates unless you were given the questions in advance) and political skills.
I have no problem with ex-athletes running for political office, but I am mighty dubious of someone who seeks such a high office to begin with.

you keep referring to creating private sector jobs and keeping "good jobs" in Oregon. Keeping this concept this mind, how many state jobs are you thinking of eliminating and where do you suggest these middle class oregonians find jobs? How many prisons and prison programs are you considering closing? What is your vision for the Department of Corrections and are you considering privatizing corrections?

For non PDX Sports fans, Greg Oden is the Center of the Trailblazers Basketball team, which Chris Dudley once filled. Unlike Dudley, he was the NUMBER ONE OVERALL PICK IN THE NBA DRAFT. Quite a distinction, almost like heir to Michael Jordan. A franchise player.
But both Dudley and Oden are overpaid, large athletes, who lack the dominanting competitive edge to excel in the NBA, are not particularly fast or strong, have gimpy knees, lousy fundamentals like free throw shooting, and ultimately are underachieving athletes despite their million dollar salaries. Both took the advice of their lawyers and live in Washington State to avoid taxes. Both wear shorts to work.
Oden has been a terrible expensive gamble for the Trailblazers. He was on the bench for his whole rookie season and has been on and off the court due to bad knees. He has been out sick more than he has played, but due to generous contracts still rakes in among the best salary for his position in the NBA. Yes he is the Trailblazer's most expensive cheerleader and bench warmer in history. We will never see such extreme excess again, so enjoy it.
Oden and Dudley both share similar qualifications for the governship: No elected office experience, no intellectual depth, no knowledge of policy or government process, but they do possess youth and ambition.
When you think Dudley, THINK GREG ODEN FOR GOVENOR. It could happen in 20 years if Dudley is successful. Large and in Charge.
Being governor is tough work, experience is valuable. Try playing in the NBA without experience. Some people are born NBA players. And some people are born GOVERNORS. Go work on your free throws.

Mr. Dudley, the state's Department of Geology and Mineral Industries estimates that 300,000 Oregon school children attend classes in public buildings at high or very high risk of collapse in a strong Cascadia earthquake. Your children, attending schools in Lake Oswego, are very likely among them.
As Governor, what would you do to prepare Oregon for the powerful Cascadia quake scientists say is inevitable here? What steps would you advocate to protect Oregonians, and how would you pay for them?
Today, millions of California residents are taking part in the Great California ShakeOut, a statewide preparedness exercise. We are behind California in this area. Will you be the Governor who takes real steps, and invests real funds, to prepare our state?

Research shows that excellent teachers make excellent schools. Oregon law requires that teachers either start with a master's degree or get one within five years of starting teaching at all levels, k-12. Considering that the debt load for such training is easily $50,000 at least, and starting teacher's salaries are in the $30,000, what would you do to attract and hold qualified and dynamic teachers?

You recently proposed cutting the capital gains tax in Oregon, which would reduce the amount of money the State could use by an estimated $800 million. What goods and services, currently provided by the State of Oregon would you cut to make up for this budget shortfall?

Given that you have not held public office it seems clear that you will have to rely on a strong group of close advisors in order to address all of the issues you will face if you are elected.
Please tell us who these advisors are since we may, in reality, be electing them as well.

Please answer once and for all if you plan to lower the minimum wage. I am a server who loves her job, because it allows me to work PT, make a realtivly decent paycheck, but still have time for my kids and their activities.
I have a BA from OSU and have years of marketing and management expereince. Please don't assume I am uneducated and can only get a minimum wage job. I CHOOSE to be a server because I work for a great resturant and love my job!
The people of Oregon voted for a higher minimum wage. Why would you go against the people you want to serve?

Question for Dudley: Im curious as to why you chose to run for Governor with no prior government experience. Most people get into politics and start out in a lower office but you decided to skip that step and go straight for the governors seat. Many people might say that is a little delusional and might even highlight your inexperience in the way government works.

What total tax rate as a percentage of income is the maximum after which government (all) must stop spending, set a budget, and live within that limit?

The Seattle Times is reporting that the Medicare prescription-drug program, which Republican-controlled Congress adopted in 2003, alone would add more to the deficit than the combined costs of the bailout, the stimulus and the health-care law.
Considering that you are a member of the party who adopted this program and considering that you propose changes in Oregon's education system as part of your Eight Point Plan, would you clearly state for the record that you will fight you own party and prevent cuts to education acknowledging that such cuts are misguided, election year rhetoric?

You recently said you've been reading Brent Walth's "Fire at Eden's Gate: Tom McCall and the Oregon Story." By the end of the book, did you see any similarities between Governor McCall's 1982 bid for a third term as governor, and Governor Kitzhaber's present run for a third term?

Intel -- the state's largest private employer -- puts the lie to Dudley's statements about investment in Oregon vs. Washington. Intel will invest $4B -- that's BILLION -- in Oregon no matter who the Governor is, and without regard to Dudley's proposed tax cuts.
Here's what I really want to know -- how much will Dudley save personally from his proposed tax cut for rich people? It seems his candidacy is more of a business model that a political race.

glibness helps in politics, but in itself is not really a part of the deeper process, and in fact hinders it. This guy is coached just to be sensible, rather than to become more sensible. Making sense is not a natural talent for this guy.
what, except an over-large ego, is it that makes Dudley think he should be a politician, other than the support he gets from the money which will control him, and he will be forever beholden to, and he will NEVER work for all the people, but instead will only do more for the "ownership mentality" which is the ruin of any type of democracy, and, by the way, any republic as well. Mr. Dudley is often commenting about Washington state is more business friendly because of certain taxes.
This seems as if he is comparing apples and oranges. The majority of Washington's income, I believe, comes from sales tax. Oregon, on the other hand, has income tax as its very narrow tax base. Is he proposing that we consider changing the tax base, so we broaden it by imposing a sales tax?

Last week I heard about a recent article in Forbes Magazine which ranked Oregon #6 in the nation for favorable business climate. Why is that not being mentioned when you discuss Oregon's "unfavorable business climate"?

Please ask Mr. Dudley why Washington, which has higher taxes than Oregon, continuely outpaces Oregon in job creation & company growth. It also could be noted that President Clinton raised taxes and the US experienced its largest period of job & business growth since the 1960s, plus he left office with the country in surplus.

Question for Mister Dudley, Forbes released a report last week rating the best states for business. Oregon came in at #6 up from 10 last year. This report was released after the two initiatives raising corporate taxes. Please comment on your reaction to this report and how it affects your campaign position of Oregon being a non business friendly environment. My feeling is that Oregon is improving it's business friendly climate while our neighbor to the north Washington has dropped to number 5 from number 2 last year. Idaho and Arizona are also down from last years rankings while California has moved up to 38 from 39. Looking at other states we compete with for business investment we are the only one moving in the right direction and placed highly in the rankings. Thank you for your consideration.

What about the environment? Going back to the days of Republican Governor Tom McCall’s Bottle Bill and Beach Bill, Oregon has a built a national reputation of being on the cutting edge of protecting the environment. What will be your beach bill or bottle bill?

For Chris Dudley,
1 year on capital gains does not seem like enough time to indicate a commitment to the economy of Oregon.
It does, however seem like enough time to buy a business, downsize including firing a few people, and sell the business at a profit.
I think that a break on capital gains should result only for truly long-term investments. This would indicate more of a commitment to help build a business and the Oregon economy. Merely buying and selling isn't enough for the State to provide a tax break.
Would you support a lower capital gains a tax after a year if they transaction has decreased jobs?

I have a few questions! I am a 26 year old queer social worker who works with adults with developmental disabilities in portland, oregon.
1. "Each year an estimated 17,500 men, women, and children are trafficked into the U.S. for purposes of sexual and labor exploitation throughout our states, including Oregon." (Oregonians Against Trafficking Humans) -How would you focus on creating more services, shelters and rehabilitation for children and youth who are victims of the human trafficking happening in oregon?
2. With the recent suicides of gay youth in the nation, how would you address hate speech and discrimination towards the LGBTQ community in our government, military, schools and local communities? Do you see public officials as having a duty to address the violence and bullying that is happening in our schools?

He seems to be a genuine and affiable guy. Still not going to vote for him, but I won't be running around with my hair on fire if he wins.
There's still basic disagreements, 'cat in a tree? Lower taxes!' and Kitzhaber is a good guy, but compared to so many of the smarmy, sophist Republicans I'm used to seeing on the television all the time, he's a bit of fresh air.

I really hope John Kitzhaber returns for the same opportunity. Chris Dudley doesn't have solid answers to questions asked, let alone the ideas he puts forward himself. Our state needs experience, John Kitzhaber knows how to get things done and has had the time "off" to step back and observe. If he's willing to take on this mess with far more experience than his opponent, why would we not give the more experienced person our vote?

Dudley exploited the tax advantages of living in WA and working in OR. What is his stance (as well as Kitzhaber's) regading a toll bridge for the Columbia crossing? I know that the mayor of Vancouver endorsed a toll based upon freeway usage (how far you travel on the freeway to arrive at work)

Conservative Republicans made Oregon ungovernable under Kitzhaber, they are the party of "No", the party of political sabotage.
So let's elect Kitzhaber and put Democrats in control of the legislature and give them a chance to govern for the benefit of all Oregonians instead of just the rich Conservative Republican Elites.

As he forms his government, would Mr. Dudley assign a high priority to experience? Also, who would he select as his advisors ("the best and the brightest") since they could be crucially important to a man totally new to this top CEO position?

What exactly is "free enterprise?" No regulations? Large corporations taking advantage of the citizens? It is interesting that people are willing to vote for things that are not in their best interest. Unfortunately too many people are of the belief that "government is our enemy," until of course they need a friend (like unemployment insurance or FEMA, or medicare or medicaid or social secuirty).

Had to laugh when I heard one of your post-interview commenters say that Dudley wouldn't be indebted to "special interests." You should have called him on that. Whoever gives money to Dudley's campaign represents a special interest all right -- that of the industry or business they represent. On the other hand perhaps it's time to do away with this term "special interest." For once I agree with Ayn Rand -- when everyone is special, then no one is.

There is a fundamental difference between Republican and Democratic worldviews. When Republicans talk about government they are talking about a "they" that is trying to control "I/me/we." Republicans say, "Leave Us Alone," "Get Government Off Our Backs," "Small government, not Big government." It is the individual against an authority; a parent-child relationship ---get the 'nanny state' off our backs.
For Republicans, individual freedoms and private property rights are sacred; they defend the sacredness of private property rights over the welfare of a community or an ecosystem. So, the right of a polluter to do what they want with their property is a higher value than the right of the community to clean air and water. (There are deep roots to this 'sacred' private property right in Catholic Church papal declarations.)
When Chris Dudley says it is not the role of government to gauge how many people Oregon can sustain, he is expressing this view that the individual matters more than the community; let the individuals and businesses be free to do as they please, and good things will follow.
When Democrats are talking about government, they are talking about "WE the people;" they see government as a particpatory activity between adults. If We are making lousy decisions, then WE need to change and improve the way we make decisions.
Democrats recognize that there are choices individuals can make that have a serious impact on whole communities; so Democrats see a legitimate role for government regulations that protect air, water, food and maintain safe workplaces and communities. They see freedom and responsibility to community not as an either/or choice, but as polarities that must be navigated and balanced.
Democrats will say that there are limits to private property rights; individuals do not have the right to do harm to the well-being and sustainability of life in their communities.
With regard to population, a Democrat is more likely to say that WE, the people in a community through our government, must pay attention to the limits of our ecosystem---How many people can our potable and agricultural water system support? How much agricultural land must be preserved to feed our children (even at the cost of restricting housing developers income)?
Of course, in practice, there is a very wide range of behavior and policy choices that sits on top of these philosophical underpinnings, but the differences are significant.
